Kentucky and Indiana both are in the Eastern and Central time zones.

Maybe that's a factor? Some of state is open an hour later.

you idiot, the graph says all times are in "eastern time" only. nearly every state closes around 7 pm in respect to their time zone. subtract one hour for the midwest, two hours for the mountain states, three hours for the pacific coast, and you'll see that nearly all of them close around 7 pm.
