OR they could just take yearly odometer readings to calculate the amount of mileage driven, much like electric companies check your electric meter every couple of months. no big brother factor there. i assume that this is for a federal tax. sttate taxes could get complicated since it would be impossible to measure which states the car racking up miles in

that's not their motivation for this. just like with gas, this still only taxes you when you drive.
the govt is just starting to see that their income from highway use taxes on gas is falling because folks are moving to more fuel efficient vehicles.
this way, they'll get their cut even if you drive electric. with the gas tax method, someone using an electric car doesn't pay any road use tax, but they're still using the roads.
