^ chutney is a very broad, general term (if you weren't joking)

It's like "stew" or "soup" sort of.

It is served at any indian place I've eaten at.
At the buffets it is usually over where the yogurt stuff is.

yeah it's somewhat sour and spicey.

probability is that it is a type of chutny (chutny means anything mashed and mixed thoroughly)

recipe varies for different parts of India
here is my recipe

I dont have idea about amount of ingrediants

but you can try this

take 2 medium size onions (red or yellow or white the color you see might not be of onions alone)
2 tomatoes
cut them and make paste using blender (some like paste some like half blended)

Take tamarind (hope you know what it is, if not you can get it from around the world market)
tamarind is added for sourness so amount depends on your taste. It will have some seeds in it, you have to dip into some water take about 2 cups of water and dip about half of the packet of tamarind in it. Wait for about 15-20 minutes mix it thouroughly in water and then filter and discard the seeds and other solid mass)

mix the tamarind extract into the paste of onion and tomatoes. In addition to tomato and onions you can add 2-3 green chillies if you like them but those ll be really hot (not the ones from food lion but very small green chillies from around the world market are hot)

Heat the mixture in pan, add salt, red chilly powder, coriander powder (according to your taste) some people also add small amount of sugar. keep stirring and you can add water to make it thinner or boil more to make it thick whatever you like. after boiling for 5-7 minutes its ready. Cool it and you can also refrigrate it for a week or maybe two. I recommend one week

Hope it makes some sense (I have never personally tried making this chutny but have seen my mom and aunts doing this )

Abuse is welcome from all
English is not my first language (it is actually my 3rd) so you are welcome to make any kind of corrections in addition to abuse which i suppose is integral part of every TWW thread
