is there any way that I can create an address book for Outlook as a file that can be read on multiple computers and loaded into multiple instances of Outlook?

If you're using Exchange, yes. If you're not, it could be saved as a .PST and loaded in several Outlook instances, but it won't be updated across the board with changes.
