"...and Tits doesn't even belong on the list. That is such a friendly
sounding word. It sounds like a nickname, right? "Hey, Tits, come here,
man. Hey Tits, meet Toots. Toots, Tits. Tits, Toots." It sounds like a
snack, doesn't it? Yes, I know, it is a snack. I don't mean your sexist
snack. I mean New Nabisco Tits!, and new Cheese Tits, Corn Tits,
Pizza Tits, Sesame Tits, Onion Tits, Tater Tits. "Betcha Can't Eat Just
One." That's true. I usually switch off. But I mean, that word does
not belong on the list.

No shit, the FCC doesn't use a list anymore they go by context. They also distinguish between profane and obscene language and give more leeway after 10 pm. In reality though, I doubt you could come up with a context that would allow for the use of the word "fuck" or "cunt" before 10 pm outside of referencing the use of the word itself. In that way, though there is no "list" anymore, there are many words that are highly restricted by the FCC.

When this sketch was first performed, in the 1973 I think, there was a definite set of words that were not allowed on TV or radio. Piss, tits and cunt were decidedly unallowed and would bring down hefty fines even on their own. This bit of his brought on enough of a reaction of his that it touched off a supreme court case (http://www.reason.com/news/show/30763.html). Hell, some comedians have actually be arrested for using those words; that's not an FCC thing though that's usually local police being arms of small-town nutjobbery.

They also don't have authority in England so I don't see what that has to do with anything.

^^ So in 1973 you could say bitch, ass, fuck (but not motherfucker), but not tits or piss?

Well the list Carlin used in his dirty-words bit was:

Quote :
"shit, piss, fuck, cunt, cocksucker, motherfucker, and tits"

These were supposed to be words that didn't have any acceptable context. The FCC did not have to limit itself to these words though and so anything that was used in an obscene context could be acted on. Using bitch in a discussion on dog breeding would have been acceptable, but saying that you "licked whipped cream off that fat bitch in the corner" would probably have not been.

So in 1973 you couldn't talk about these on TV?

Well I tend to think the FCC's run by a bunch of nutless morons when it comes to their handling of obscenity and indecency, so I'm not surprised there have been holes in their logic.

Psh, I don't know. The FCC doesn't really give very specific guidelines anymore because they're worried they'd be too easy to find unconstitutional. You could say it on a show after 10 pm now definately, but I imagine you might be fined if you had it in a show at 4 pm. The ways of the FCC are strange and myseterious- kind of like God if he were drunken, deranged, and mostly impotent.

they actually do. but only for broadcast media, because that's all they have jurisdiction over.

my brother works for a local network and they still have most of the same rules. they are just very lax on enforcement these days.
