Perhaps you should try a Rinnai tankless water heater?

when I'm washing my hands, I turn on the faucet, the pee on my hands to keep them warm until the water temp. gets up high enough

urine is sterile

unless it is right under the sink it still will take a few moments to get there. but if you have one you can run it for ever and still have hot water
