i've seen this successfully implemented on another forum and it works very well.

disable the "Reply To Topic" button if you were the last person to post in a thread, or at least stick some logic in the message_postreply.aspx script that checks to see if the user who is posting the reply was the last poster in that thread and throw an error informing them of this.

it shouldn't be very hard to implement, and no one should even be ABLE to double post again.
