OK, I have been struggling with this for some time now. My sister married a guy, which makes him my brother-in-law. I get that much. But what about his brother? Is he ALSO my brother-in-law, or is he my brother-in-law's brother? Same with his sister. Is she my sister-in-law, or my brother-in-law's sister?

Wait, I had it wrong.

Your parent's first cousin is your first cousin once removed.
Your grandparent's first cousin is your first cousin twice removed.

Your parent's cousin's kid is your second cousin.

Put more simply:
A second cousin is the same generation as you, and you share a pair of great-grandparents (your grandparents are siblings)
A third cousin is the same generation as you, and you share a pair of great-great-grandparents (your great-grandparents were siblings)

My cousins are my parents' siblings' children.
My 2nd cousins are my great-aunt's children and my cousin's children.

At least that's how I've always understood it.
