I always considered it a speed trap if they were parked at say the bottom of a hill or right behind a sign where the speed limit dropped from 55 to 25 that sort of thing. Basically trapping you into a ticket that under normal driving conditions unless you are riding the break very hard you are gonna be speeding at said point.
