What's the best (cheapest) option to getting them repaired?

Year make and model would be helpful. Check fuses. If its a Honda just rolace the motor

Cheapest option?

Put a really good coat of Rain-X on your windows.

if you change the color of the car, the wipers should start working again

SHOULD...you're gonna need to see what other color had the wiper problem so you can avoid it

Yeah, my '03 Accord with 150k miles on it is red, and I've not had wiper problems on it. So I think if you pick red you should be good to go.

on my red integra the intermittant wipers stopped working.

the color is slowly fading to pink so I'm hoping they'll start working again...
