Hey! I recently heard a great idea for what to do with Guantanamo Bay!
The size of the U.S. preserve is large enough for a city. As such, we should create a civil authority to manage the territory. Then, open the new city to unrestricted immigration, funding the civil authority, police and fire, through land sales. Disputes will be settled under foreign jurisdiction, such as a judge appointed to administer Navada law in the district. Now, with secure property rights and free immigration, the city will grow into a large and prosperous metropolis, the Hong Kong of Central America. Everyone in Guantanamo who is dangerous can be easily held in America. Everyone who isn't dangerous can simply be returned to their native lands.
We have much, much worse people in the Supermax (I remember the Daily Show showing a guy who ate human brains) than Guantanamo Bay. that sounds great and all, except we tried that, and no individual states in our country were willing to take them, and no other countries were willing to take them...so basically, no they can't be held in America or their native lands because nobody will take them
