The user of this phrase is never "just say'in". The message conveyed is conveyed for a reason, or else it would never be posted. All it does is discount what is posted, and degrade the poster.

i mean i say it sometimes..... but i really am just say'in.

i think i put it as "just sayin'" though bc the apostrophe replaces letters instead of just being thrust into the middle of a word
