Guy catches someone cutting the lock on his bike... on camera. He stops the guy and calls mall security. Mall security says they can't do anything because "they didn't see it."

It's never time to expect the security guard to care. Some do and some don't.

He also may not have any say over things happening outside (I am sure he did)

Bottom line. Fat security guard doesn't care about his job or anyone around him. Take care of your problem, call the police. Or better yet just leave because you aren't going to accomplish anything anyways.

Also it is true that security has to be a first hand witness to anything like that that goes on if they are going to get involved in any sort of stop or apprehension. This is the case in anything accept for violent assaults. Then if there are no weapons involved (or if they are in the case of armed security) the guard makes the call whether or not they need to get involved and detain everyone. They should get the police involved and gather as much information as possible in any case. It's a liability issue for the company that controls them.

It is one thing to be upset at hearing that her managers don't hold her hand to her car (at a place that does have building security). Its another thing entirely to insinuate that her employers don't give a damn about her...

I work in the mall and the managers have told us numerous times that if we ever have an altercation with a client, we shouldn't call Mr. Big Bad Mall Cop because he can't do shit. The police will handle things.
