Duke U. Researcher Falsely Claimed to Be Rhodes Scholar, Report Says

This is, of course, unethical and doesn't look good for Duke. And there has been surprisingly little coverage of this story in the local news.

Indeed, the Rhodes scholarship is to attend the University of Oxford. However,

can be seen as ambiguous. It may be interpreted that he was a nominee to the Rhodes scholarship but then decided not to take it and went to Australia instead...or he was in Australia when he got nominated and still never took it.

My point being, the quotes you posted are too vague to say which would be the correct interpretation when you have the secondary evidence that I quoted in this post.
