Does your arm go above or below the other person usually?

Is there a rule for men/women? Like men's arms should always go above/below?

Side hugs are lame, in my opinion. If you want to give someone a hug, don't let it be weak.

i've actually thought about this a bit while browsing pics on fb. to me putting your arm around the other person's waist shows compassion and/or intimacy while putting your arm around the other person's shoulder seems to show possessiveness/domination over the other person.

i go for the waist.
