You can lay a firm foundation on shitty soil and still get bad results.

A more accurate analogous quote should be "A successful man is one who can lay a firm foundation on the junk full others have buried beneath the location of the proposed structure and still have a tolerable amount of settlement."

The logic is simple:

You can't build a firm foundation on shitty soil, because a foundation on shitty soil isn't firm.
