I want to replace the manufacturer's (DELL) Bios for a mobo that's running an Intel I7 Quad 2.8Ghz

any recommendations?

Dell lock's their BIOS so you can't overclock, etc.

I'm not 100% on what you're asking but either you're asking about something nearly impossible or you're asking us what kind of motherboard you should get to swap components on.

Hold down Ctrl-Shift + B when you see your BIOS screen after power-on to activate the dialog to install a new BIOS.

make sure to check your headlight-fluid levels before upgrading your BIOS
