Wildland firefighters generally know a lot about weather because wildfire behavior is heavily dependent on weather. We don't call them tornadoes because they are not tornadoes. They are dust devils/whirlwinds. Tornadoes form from thunderstorms, fire whirls form from the ground. There's a lot more to it than that, but that's the easiest explanation.
If a firefighter called it a fire tornado he'd be laughed at by other firefighters.
That article even contradicts itself:
