it says this on my desktop PC when I boot up

what does that mean?

I thought I would ask here before I went to google, because knowing me, google won't be able to solve my problem

I believe that would be the internal battery. Easy to replace. It's a watch-style battery (probably like CR-2032) on the mobo.

I've also heard that a problem in the power supply/cord/adapter/surge protector or a bug in the BIOS could cause this.

I'd start by messing with your cord/not using a surge protector to see if that fixes it. If not, try replacing the mobo battery
