I know a girl whose parents left South Korea before she was born. She says one of the biggest High School graduation presents a young girl will get is the surgery that will give her double eyelids (like in the OP).

S. Korea has the most plastic surgeries per capita. My friend has these sticker they put on their eyes to make the fold.

I've never bothered to really judge people's eyes, but man, if you are interested in conforming beauty-wise, this eye thing has got to suck.

I've just watched like a dozen videos with make-up tips for Asian women, and it all looks like a major pain.
