i think part of the reason he was written to look that way was to accentuate how dehumanized he has become as a result of him being so evil

Um, the snake fuckers? He had the big snake and most of his blood came from snake while he was only partly human, hence the snake like look.

i thought about it some more and i'm pretty sure the books and jk rowling have talked about this in more detail. he looked the way he did because he created so many horcruxes. to create a horcrux you must commit a murder which tears apart your soul, allowing it to be stored, so to speak, in the various items to become horcruxes. this also caused voldemort's appearance to become less and less human.

I also think the no nose thing might be due to him having his nose so far in harry's bidness. guy needs to stop riding harry's nuts and let a player play, right?

I thought I read that Voldemort is so disfigured because of all the experiments he did with dark magic (which might include the horcruxes).
