...as the gas tank nears empty.

'99 Civic. If it's around the E, it takes a good 5-6 turns before it gets going. What should I look at?

mine does the same thing.

not turns of the key.. just revolutions of the engine heard through starter noise.

It doesnt worry me until it doesnt start. I still have good fuel pressure.

I think its a civic thing... Doesnt hold the pressure in the rail when the car is off. Try cranking it, turning it off, then cranking it again. Does the problem remain?

Good point could be a fuel leak somewhere. Possibly high in the sending unit and when gas is low it drains the lines back. Doing what he said should fix the cranking cause the fuel pump will pressurize the system while the car isn't running rather than while you are cranking it.

Get a pressure gauge on it and see how quickly you lose pressure on the rail in each case(full/empty). Since it seems to be related to the fuel pump/tank, perhaps you have a bad check valve?

replacing the fuel pressure regulator may help
