I'll be damned if I can figure out what the heck is wrong here.

I have created port openings inbound / outbound for TCP 3689 and UDP 5353 in the firewall, still no AppleTV under my devices list.

I even turned OFF Windows firewall, still no AppleTVs under my devices list. The AppleTV is connected to the network and humming along fine (streaming YouTube videos for a test).

Anybody else had this problem and SOLVED it? I've searched the almighty Google and can't figure it out!

Oh and I can access the library through Home Sharing on my iPad.

uPnP discovery turned on? Both for your network and Win7?

edit: this appears to be a known problem fixed by wiping your apple tv and resyncing (!)

Some dudes on their forums are now getting machines solely for syncing iTunes because of it's bugs/crashes. That's ironic/strange to me.
