Soviets built nuclear vehicles. I'm not sure if they used electric motors for propulsion or were just portable nuclear generators on a diesel truck.

No, it would be like a fuel system with a surge tank ( batteries ) constant speed power generation and rapid acceleration would only deplete reserves not speed up power generation.
