Hmm. There has certainly not been the same amount of intense selective pressure on africans as on peoples that had to adapt to survive harsh winters. Would this mean there is more or less pressure against mutations? I would think rate of mutations would be the same, perhaps lower in africans since they don't have to deal with skin mutations like light skinned people.

^ There should be less mutations in the population if they have been around for longer therefore being able to breed with a bigger population. It's not a tight-knit community so the mutation rate should be lower

Actually, most animals don't have skin pigmentation, they're covered in fur, they don't need it. So technically us caucasians are just going back to our roots, if you'll pardon the pun.

Uhh yeah, it would, and a darker pigmented animal can get a sunburn as well.

Believe it or not, black people can get burned. White people and other races with lighter skin tones just have less melanin in the skin, but not a complete lack of pigment.
