Who do you contact? Does DOT have sensors that notify them or does someone need to contact them/local police non-emergency contact?

The police.

I think its funny that the people who design the patterns can't direct traffic to save their life

One of the best solutions in any uncertain driving situation is more acceleration. It minimizes your time in the zone of confusion because you'll be somewhere else in an increasingly sooner amount of time.

Works for me.

Stop.

Look left.

Look right.

If the coast is clear, proceed through the intersection.

Typically one of two things will happen. Either people at the traffic light will start to form some alternating pattern and treat it almost like a 4-way stop, or one group of the obviously more dominant road will just fly through it and not stop at all. I have personally witnessed a motorcyclist make the unfortunate mistake of assuming the former situation applied, when in fact, it was the latter.

I was at a 3 way stop intersection yesterday at the same time as a cop, and he/she wasn't sure who was allowed to go first.

Never in my life have I seen a civil engineer directing traffic at a non functioning traffic signal. We should be so lucky, the police are totally hopeless at it.

Its supposed to always be a 4-way/all way stop. People are fucking idiots though, so I always proceed slowly and honk my horn at the retarded people to get out of my way.

Traffic lights were out at Gorman and Thistledown and then on Trailwood.

Hopefully they're back up now.

I usually just go. People may honk and curse, but I've yet to find someone who would willingly hit me.

I'm pretty sure you're supposed to get out of your car and start directing traffic.

You also get the right to make citizen arrests if anyone disobeys your traffic directing.

I think that there is legislation that says you can only make a right turn when the traffic light is out.
