Did the lawyer who determined the taxpayer burden have his FAA certification and calculate efficiency lost in the added weight / distance / manhour wages and pilot skill necessary to maintain proficiency in his Sikorsky? OR did they round it? No pun intended.

Government Lawyer: Sorry Mr. Christie, state budgetary constraints indicate an undue tax burden incurred by the good people of New Jersey given the deviation of flight pattern the pilot would have normally minimized as three touch-and-gos purely for staying current. You're fat so let's call it 2 grand plus.

Who is the authority on these matters? If there is none, I shall be him.
