I think someone was confused for Fayetteville. "All-American City" was some sort of designation given out by (who?) in the 90's. Greensboro has signs at some of its main street entrances also declaring "All-American City 1995" or something similar.

All American for fayetteville is in reference to the 82nd Airborne, the "All Americans.". The 82nd is located at, you guessed it, FT Bragg.
