I would think it would be harder to cut the tops of the bottles off without cracking them. smoothing them out just takes some superfine sand paper and time.

That how to takes too long. If youre serious just buy a $200 lapidary band saw, i use a inland db-100 to cut up coral at work and its designed to cut glass up to 5" thick.

I have a large collection of printed label 22oz beer bottles waiting for me to get around to making them into glasses. A miter saw with a tile cutting blade would probably do it. Just go slow and lots of coolant

Only thing you need to get in order to do that method is a glass scoring tool (which I imaging you could either buy the one he uses for 45~ bucks or make one yourself, like he suggests doing).
