Not necessarily.

Although the idea of simply shelving a single camera sitcom with decent names to make way for midseason stuff is a lot harder to believe than doing so with a three camera sitcom with three sets.

No, they are making the full 22 episodes this season. The back half of the season will air either in the spring after another show has failed or during the summer. Those will probably be the last episodes.
