Once the cat hits terminal velocity, it stops freaking out and spreads its legs out and slows itself down. When it hits the ground, it's actually going pretty slow.
Before terminal velocity, it's still feeling acceleration, so it's still twisting its body about, so it actually hits the ground faster.
I've heard it said that anything below 4 stories it can survive due to low speed. Anything above 8 stories and it will hit terminal and "glide" to the ground. Between 4 and 8 it's going fast enough to do serious damage and won't have the body control to save itself.

Or so goes the story as I heard it. Makes sense.
