Seriously, I think the public likes gossip and public shame too much for things like The Slammer or TCAP to ever be put down for good.

Didnt some presumed innocent guy kill himself over some TCAP bullshit a while back?

Public arrest photos prevent the government from making people disappear. They also document how many people the cops beat up.
