In a lot of states 911 calls are public record.
However here in NC in March of last year the State Senate voted unanimously for a bill that would allow law enforcement authorities to disguise the voices of 911 callers or release only transcripts of calls and not the calls themselves.
Just depends on the state.

there exists such a thing as diabetic dementia. considering he already had a leg amputated, likely also due to his diabetes, it's not unlikely that this is what brought on his act.
