That's a silly reason. It's the same argument as saying that Germans are elite soccer players because they used to be Russian slaves and they evolved to become quick and athletic.

I believe that when it comes to athletics, some cultures or nations have a specialty that people start to play when they are born. For USA olympics it is swimming, for the East Africans it is distance running, and for Jamaicans it is track. That is all they care about. The Jamaicans have actually dominated track for quite some time, but a majority of their athletes move to the USA or GB to train and compete in the olympics. Richards-Ross, who just won the woman's 400 m, is a recent example.
