Usually it is the result of an Asian blepharoplasty. It basically takes an asian with a single eyelid and making them have a double eyelid (which pretty much all white people have). It makes the eyes seem more "open." However, there are a lot of asians who are born with double eyelids too.

There is also glue/tape that can be used to give a temporary effect that a blepharoplasty does.
