I understand that it's a cheap photo-op and kind of underhanded (to buy canned goods for props). But if the stuff purchased goes to people in need how is it a "waste"?

Don't know if the article mentions it, but for one they don't want stuff they want money. The Red Cross and others are asking that people don't send items right now..

This. Processing the goods is a huge pain in the ass for the Red Cross and diverts staff away from more important things they could be doing. $5k cash would have been much more helpful but not as good of a photo op.
