the process for buying one is just like the process for obtaining any other NFA item (suppressor, short barreled rifle, etc.), so no, it's not that folks aren't allowed to own them. they're rare because the govt closed the machine gun registry in 1986. anything made after that date or not on the registry on that date is restricted to law enforcement or military use only. the ones that did make the registry cost $texas.

the stock you're referring to is a Slidefire stock. it simulates full-auto firing, but really you're only doing what's called "bump firing". it isn't anywhere near the rate of fire of actual full-auto and it makes the rifle harder to control. it is a novelty.
