What red baron 22 and craptastic said is correct. As long as you have a grate that fits over the burn barrel and can reasonably be considered useful for cooking you're in a nice loophole. You don't have to actually cook anything, just show that you CAN and "intend to" if anybody investigates.
My father actually uses this method to burn pallets and logs and such. He just has a simple stainless grate that somewhat fits over the burn barrel . . . . when the Fire Marshall showed up he just tossed the grate on and said he was getting ready to grill up some hot dogs for lunch. Back in the day (10+ years ago) one of my buddies called the city to ask if fire pits were legal in Raleigh. Their response was that it was only legal for cooking purposes. We always kept a pack of hotdogs that we were "just about to start cooking" just in case. Never had an issue after having quite a few small fires though.
The only issue I've ever heard of was when some friends tried burning pine straw in the middle of the day; sending massive plumes of smoke into the air that were visible all over Raleigh. Fire trucks came, but all they did was tell them to shut it down and not do it again.
I don't think it's a problem as long as you keep it low key and (preferably) do it at night. I wouldn't have a big bonfire in the city though.

They sell guns at Wal-Mart, but if you discharge one in the city limits you might find yourself outside of the law.
