I ought to know this, as I grew up with a cat and on many a bored occasion searched for his penis without success

of course, it's possible that the cat in question (Frisky was his name) had a very small penis, or none at all. but I had that cat for 20 years, and never once did I see anything remotely resembling a penis on him.

he was still a bad-ass, though. RIP, old friend.

that may be correct...I dunno. I think of penises in human and dog terms, as cylindrical organs that actually hang off the animal's body. but on the other hand, in the OP I see the cat's ballsack very plainly, but absolutely no penis...so you may be right.

wikipedia is proving unhelpful on this question. but after google-searching, I find a couple of random pages that agree with you: a cat's penis is retracted and becomes visible only when he's aroused. TIL
