Airports don't count because all airports are pretty much the same and the people are from all over.

Think about international layovers. You technically are not in that country until you go through customs and immigration to leave the airport. Snowden was not legally in Russia until he left the airport after several weeks.

Rhode Island completed all of the CONUS states for me, counting places I've walked in (I include airports, if I got out of the plane and I was up front for the landing). I'm missing Hawaii, which my wife tells me we may visit after she catches up to me.
