It was published as a campaign ad, but really its just b roll footage that he made available for his Super PAC. If he handed the SPAC a bunch of B roll to use, that would be coordinating with them, but if his campaign staff shoots a bunch of snippets that can be spliced into a positive campaign ad for him, and then drops it on the internet, then that's A OK.
