Most scientists/labs should be on hoarders. It's that awful. They get a yearly supply budget and they feel the need to spend every penny, even if they aren't doing experiments.

Typically if someone has a 200 dollar budget and they only spend 150 dollars the next year they will only get 150 dollars. I understand spending every penny of your budget.
