I think this time its a little better just to send private advisers back. It would be better for american assets to be protected by a group that the government can deny having any involvement with and are still guaranteed not to be prosecuted in the country and full control of their airspace? Its still not that hard to over throw a government, and eventually a group of highly trained men in the military will kill a dictator the US disproves of.
