I've called *HP twice on the interstate and never got a response.

1 time was following a severely drunk/high driver , they would slow down to about 20 and accelerate up to about 100 and were weaving across all lanes of traffic. They were creating a traffic jam because no one could pass safely and I was the first in line behind them. I gave the dispatcher mile markers, exist numbers, speed, driver details etc... and followed for over 45 minutes and never saw anyone. I called back to tell the dispatcher that I had not seen any troopers but I was exiting the interstate because the driver was getting worse.

The second time I saw a tractor trailer driving erratically and he even passed people on a shoulder/groin area of the interstate. Followed them for a good while before the 40/85 split (not sure exact time, maybe 30-45 minutes) and also never saw anyone.

I'm not convinced that *HP does anything

When you're on 540 during rush hour, and the entire highway is carefully riding behind some drunk who's clearly crying out for help as loud as they can...and then nothing happens.
