A queen-like mechanism seems necessary to resolve race conditions that could occur in a hive mind where multiple options are equally viable, seems to make some sense having a mechanism that either randomly or heuristically pick a choice be represented as a queen.

FC I thought was bad ass except for considering if the borg had a time machine all along they would have simply gone back in time to conquer all sentient life before it could become a threat. All though to a certain degree perhaps there is a critical point that civilization must advance to in order to add something of interest technology-wise to the collective and not merely be a supply of bodies.

Even FC had an armada being required to take down one Borg ship, Voyager could take on multiple cubes without a problem, as a scout/research ship no less.
