Houston is 70% black and Hispanic.


Houston didn't take a direct hit by a Cat 4 hurricane - wind, storm surge, broken levees and everything else that happened during Katrina. Texas also didn't have half of their national guard troops deployed to Iraq when Harvey hit, unlike LA during Katrina.
