1. Because I answer my phone all the time for work with numbers that I don't know, half of them are truck drivers with their windows down and engines roaring and you can barely hear them.

2. I increase my volume so they know I am there and will close up their windows or stop whatever bullshit they are doing that creates the extra noise. It does work.

Because that's the least annoying ring (at a reasonable volume), and no one gets confused about whether it is a phone or not. Personally, I hate the Marimba ringtone. I want to smash any phone that uses that.
