What’s the argument for it? Why should the government be doing this?

Only valid rationalization is that maybe these kids were robbing trucks all over the city and they needed to find the culprits.

Otherwise it puts kids on the school to prison pipeline while doing nothing to address the societal and systemic reasons a bunch of poor kids in a poor mostly non-white area would commit the victimless crime of taking shoes from a truck.

Also, all of the petty shoplifters I knew in high school were middle and upper middle class white kids (probably bc I mostly hung out with white peoole), yet we don’t see the cops trying to entrap these kids too..

Because those kids usually steal from stores with security cameras. And this isn't fucking entrapment. It would be entrapment if some undercover cop/informant was like HEY LET'S BREAK INTO THIS TRAILER OVER THERE AND STEAL SOME SHOES GUYS.
