It's definitely not privately funded everywhere and I don't know that it would be in Raleigh. They are usually pretty cheap to install, though (often cheaper than the cost of the parking space they replace).

Boston funded its first parklets, though it wants to get private sponsorship for any future ones. New York City DOT publicly funds many street conversions that are similar to parklets, though I'm not sure that they would actually fall under that definition. A few smaller towns here in New Jersey have publicly funded parklets, though I think ultimately the goal is to get businesses and non-profits to sponsor them. I wouldn't be surprised if Raleigh gets things started with one or two sponsored by the city to get the ball rolling, but they might already have sponsors lined up (like they did with the bike corral in front of Raleigh Times).

As for the parking space comment, the average cost of a surface level parking space is anywhere from $1,500 to $5,000 per space. A parklet is often as simple as a raised platform with some tables and chairs and maybe a planter or two on it.

Ashley Christensen is working on a new restaurant called Death and Taxes for the bottom floor of the recently renovated Raleigh Industrial Bank building. The Ohio based pizza chain, Donato’s, has brought a location to Seaboard Station. Crank Arm Brewing will be opening up their taproom in the next few weeks. The food space in the Marbles Kids Museum is now Pogo creating a kid-friendly (and adult) menu ran by a company that buys food from nearby family-owned farms and ranches. There are signs for a restaurant called Oak City Meatball Shoppe in the retail spaces along Davie Street in the Red Hat Building. And finally, I don’t know anything about it but the last retail space in the PNC Plaza has some paper covering up the windows. There aren’t any signs but instead symbols of food. Take it with a grain of salt as to what could, or won’t, be coming in that space."

It can be implemented either way, depends on the "market"

Parklets and other little individualistic streetscape projects are essential to place-making, which is incredibly important for a city like Raleigh whose downtown is still coming into its own

I had not been downtown in Raleigh in a while (I've driven through, but not walked around) and so my wife and I went there this weekend and walked Fayetteville Street and went to one of the kids museums (we have two little girls). I was impressed. Fayetteville St is nice and the whole vibe downtown was great. So much nicer than when I was at State.

We ate at Cafe Luna as we held our wedding rehearsal dinner there. Still a great place to eat IMO.
