The Federal Vacancies Reform Act gives Trump the ability to appoint someone other than Rosenstein. I don't think the law would allow for Whitaker to be eligible for the permanent position nomination though, just 9 months as the interim.

I somehow don't think it's a coincidence that Mueller files documents demonstrating Manafort lied in his testimony, again, after the plea agreement, shortly after it's reported Trump submitted his answers to the special counsel.

Seems like this is a hint to Trump that Mueller knows he too has been lying and has the proof. Gonna be interesting...
